Any ideas why?

Yesterday I was looking at Richard Howard 3xgt grandfather's grave at St Cuthbert's

At the bottom of it was this.- Thomas Howard's Ground

His father was James, he had a brother Thomas, but he died 1882 and I think his grave is somewhere in St Cuthbert's also.
Joyce O thinks James Snr father was a Thomas, but as there is no baptism for James it is not 100% sure.

Has anyone got an explantion on why this would be at the bottom of the gravestone.

The implication is that the plot was bought by Thomas Howard - maybe he is also buried there but not recorded on the stone for some reason.  I really don't know.

I concur...

If you take it to mean exactly what it says then the grave belongs to Thomas Howard, who bought it.  Paper work can get lost but there's no losing that comment...

In some places you only lease the grave, in Paris there was a move afoot to dig up Jim Morrison of the Doors as the lease was up.  Someone must have dug deep cos he's still languishing there.
