Sorry folks - I did eventually get the certificate!
If you are wanting a 'Lancashire' certificate (check on Lancashie BMD first) you can 'call in' at Lancashire Certificate Service at Chain Caul Way, Riversway, Preston (on the docklands estate0 where as long as you have the names/quarter/year, etc., you can call in, order and collect a certificate - usually takes about 10 minutes and the cost is £7

For the information of anybody with Cheshire relatives, Cheshire BMD have recently introduced online ordering and payment facilities.
I ordered a marriage certificate and received it within three days (but one of my Cheshire contacts had discovered a copy in their files and emailed me in two days).
Solved a mystery that had been puzzling me for weeks!

| One of the advantages of ordering from the Register Office is that they don't use the GRO references but go on the information that you send. So if you know the name of the father and they have 2 births but with fathers having different names, then you should get the one you want. I thought I'd found Tony's gr grandfather's birth but had the cheque returned with a note that the father's name didn't match. I had another look and found the correct one the following year.

It does depend on the registry office.
I have had very helpful ones who have even phoned to check they have the correct certificate before sending it
Some won't send marriage certificates because not only are they sorted by quarter but also by church. Large cities have far too many churches so far too many books to look through - usually few staff
And some won't even do this service any more. Now more & more people are hunting for certificates they get too many to cope with
But until you try you don't know how good they are or what service they provide.
You might find this site useful - http://www.genuki.org.uk/big/eng/RegOffice/
