today I received a birth cert from St Helens Council for my great grandmother Mary Welsby born in 1859 at May Pole Brow, Rainford. It shows the time of birth as 3.30pm. I have never seen the time before, is it exceptional?

Oooh - it usually means twins. I'd check the quarter for another birth in that surname. The reference number will either be the same or one number out.

Twins always have their time of birth in case of law cases. That way everyone knows which one was the eldest

Doh! Well I suppose the 1861 census that shows two children aged two should have been a clue for me. Anyhow thanks for pointing the obvious out to me Jane.  BTW the service provided by an Anne Atherton at St Helens Council was superb. She made me proud to be a Local government officer (retired)-well almost.

I can confirm that the St Helens bunch are fantabulous...several years ago I turned up at the Council Offices 15 mins before closing time.  I had three certs to order - 1 birth, 1 death and 1 marriage.  I expected to pay and wait for them to be posted out...oh no!  Three ladies took 1 each and with minutes to spare I had my 3 certs.  I was over the moon.

At that time Southport Register office was being run by a morose, curmudgeon who used to make you wait a fortnight because 'they were busy'...

3 cheers for St Helens!!!
